The Challenge

Why Transformation Stalls

It's rarely about the technology. It's about opacity, complexity, and the absence of a single source of truth.

The Gap Isn't Technology

It's the absence of portfolio-level intelligence. Most government organizations have a modernization strategy on paper. Few have the operational visibility needed to execute it. You can't prioritize what you can't see. You can't modernize what you can't measure.

We close that gap.
What Makes Us Different

We're Not Typical Consultants

Most firms give you PowerPoints. We build the intelligence infrastructure that lets you make evidence-based decisions.

We Build Intelligence, Not Reports
We don't just assess your portfolio, we create a living intelligence system that becomes your single source of truth for every modernization decision.
We Deliver, Not Just Advise
Our team executes the hard technical work, cloud migrations, mainframe remediation, infrastructure design. Strategy without execution is just expensive advice.
We Speak Mission, Not Just IT
We translate between business capability and technical architecture. Your CFO and your CIO finally speak the same language, mission outcomes.

The Selora Standard

Evidence Over Opinion.

We don't guess. We've developed a proprietary framework that turns portfolio chaos into structured intelligence.

Our approach combines Strategic Portfolio Intelligence (SPIF) with a decision model (RISE) to ensure every dollar spent advances the mission, not just vendor roadmaps.

1

Intelligence (SPIF)

We inventory capabilities and map dependencies. We stop asking "what servers do you have?" and start asking "what mission do you serve?"

2

Decision (RISE)

We score systems on Value vs. Health. Reinforce the best. Improve the critical. Sustain the stable. Exit the obsolete.

3

Precision Delivery

We execute at the speed of the system, moving fast on innovation layers, but deliberately on systems of record.

Why Selora Exists

Mahesh Nattanmai - Selora Group team member
Founder & CEO

Mahesh Nattanmai

Mahesh is a seasoned public sector technology executive who has served multiple New York State administrations in senior leadership roles, including as CIO and Executive Deputy CIO. He has led enterprise-wide technology consolidations, directed crisis response technology initiatives serving millions of residents, and managed complex portfolios across health, human services, and public safety domains.

His experience includes stabilizing large-scale systems under crisis timelines, delivering documented cost savings through strategic transformation, and building resilient technology operations. Mahesh founded Selora Group to bring the evidence-based methodology he refined through decades of public sector leadership, replacing opinion with intelligence, and complexity with clarity.

"After two decades managing public sector technology transformation, I built what didn't exist: a framework that turns portfolio chaos into actionable intelligence. SPIF + RISE isn't theory, it's the methodology I wished I had when I was in your shoes."
